Job Purpose
Since the escalation of the war in Ukraine, millions of children and families have been severely affected, requiring humanitarian assistance and disruption to essential services. UNICEF's emergency response is transitioning towards recovery and systems strengthening. High-quality, timely evidence is critical for UNICEF's programmes to be relevant, effective, and responsive to evolving needs. Evaluation is central to assessing performance, informing strategic decisions, strengthening accountability, and promoting organizational learning. This role supports the UNICEF Ukraine Country Office (UCO) in strengthening its evaluation function, ensuring alignment with corporate standards and national priorities, and promoting evidence-based decision-making for children's future.
Responsibilities
The Evaluation Specialist will support the planning, design, implementation, and dissemination of evaluations and other evaluative exercises, including reviews, assessments, and studies. This role will contribute to the implementation of the Office’s evidence generation plan and strategy, ensuring alignment with corporate evaluation standards and national priorities. The incumbent will promote the use of evidence for programme adaptation, strategic planning, and policy dialogue, while fostering a culture of learning and accountability across the office. Additionally, the position will contribute to strengthening national and sub-national evaluation capacity through engagement with government counterparts, partners, and stakeholders. The Evaluation Specialist will report to the Representative and collaborate closely with the Deputy Representative and other key personnel within the UNICEF Ukraine Country Office.
Work Experience
A minimum of two years of professional experience in evaluation, research, or a related field. Experience in humanitarian or development contexts is desirable. Experience with UNICEF or other UN agencies is an asset.
