Job Purpose
The Education Specialist will support the development and preparation of Education programmes, providing strategic leadership on education policy and economic analysis, including sector financing, cost-effectiveness, and equity-focused resource allocation. This role involves leading the development and implementation of the education evidence and research agenda, ensuring high-quality data informs policy and advocacy. The specialist will oversee the monitoring and evaluation (M&E) strategy for the education portfolio, manage key programmes and projects, and strengthen knowledge management systems. The aim is to provide technical expertise and guidance to achieve results in education programmes, emphasizing evidence-driven decision-making, system strengthening, education financing, and improved learning outcomes, especially for marginalized children.
Responsibilities
The Education Specialist will be responsible for programme development and planning, ensuring alignment with UNICEF's strategic plans and results-based management (RBM) approaches. They will manage and monitor programmes, delivering results in line with UNICEF standards and methodologies. Providing technical and operational support to programme implementation is crucial, ensuring effective execution and achievement of objectives. The role also involves networking and building partnerships with relevant stakeholders to advance education initiatives. A key function is evidence generation, including robust M&E and knowledge management, to inform policy, programme design, and advocacy. This includes leading the development and implementation of the education evidence and research agenda, and overseeing M&E systems for the education portfolio to ensure tracking of results, learning, and accountability. The specialist will also provide strategic leadership on education policy and economic analysis, focusing on sector financing, cost-effectiveness, and equity-focused resource allocation.
Work Experience
A minimum of five years of professional experience in programme management, education financing, education research, social policy, national system reform, public finance, system budgeting, or any other related fields.
