Job Purpose
The consultant will provide technical support for the development of a funding proposal for the Global Fund's 8th cycle, focusing on HIV, Malaria, and Tuberculosis. This involves analyzing national strategic documents, reviewing current grant performance, identifying programmatic bottlenecks, and facilitating stakeholder consultations. The role requires developing an integrated theory of change, a detailed budget aligned with strategic priorities, and integrating cross-cutting approaches such as human rights, gender, equity, health system resilience, and pandemic preparedness. The consultant will also contribute to the national universal health coverage strategy and resource mobilization for community health, vaccination, and nutrition.
Responsibilities
Analyze national strategic documents including HIV, TB, Malaria, and RSSH strategic plans. Review the programmatic and financial performance of ongoing grants. Identify programmatic bottlenecks and gaps. Facilitate inclusive consultations with stakeholders such as ministries, civil society, key populations, and technical and financial partners. Develop an integrated theory of change. Prepare a detailed budget that is coherent with strategic priorities. Integrate cross-cutting approaches including human rights, gender, equity, health system resilience, and pandemic preparedness. Contribute to the development of the national universal health coverage strategy. Support resource mobilization efforts for community health, vaccination, and nutrition. Provide strategic advisory services to high-level government officials, including Ministers of Health. Engage in sector policy dialogue. Draft and critically review technical and strategic documents such as reports, position papers, logical frameworks, national plans, and funding requests. Ensure the quality and coherence of the final funding proposal.
Work Experience
Minimum 10 years of professional experience in public health, with significant international experience. Proven experience supporting governments, Ministries of Health, multilateral organizations, and technical/financial partners. Demonstrated experience in coordinating complex technical missions and managing multidisciplinary teams. Substantial experience in Sub-Saharan Africa, including French-speaking countries, with in-depth knowledge of health system strengthening.
