Responsibilities

The International Consultant will provide expert support to the Royal Government of Cambodia, specifically the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), in developing a robust legal and regulatory framework for the social service workforce. This involves assisting in the formulation of a Royal Decree and a Prakas that will comprehensively define the functions, roles, responsibilities, competencies, and professional standards for social workers across various sectors. The consultant will be instrumental in addressing existing gaps in the current system, such as the absence of formal mechanisms for registration, licensing, accreditation, and quality assurance of social service professionals. This support will ensure the framework facilitates the professionalization, institutionalization, management, and expansion of the social service workforce.
