Job Purpose

Responsibilities
The International Consultant will provide expert support to the Royal Government of Cambodia, specifically the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), in developing a robust legal and regulatory framework for the social service workforce. This involves assisting in the formulation of a Royal Decree and a Prakas that will comprehensively define the functions, roles, responsibilities, competencies, and professional standards for social workers across various sectors. The consultant will be instrumental in addressing existing gaps in the current system, such as the absence of formal mechanisms for registration, licensing, accreditation, and quality assurance of social service professionals. This support will ensure the framework facilitates the professionalization, institutionalization, management, and expansion of the social service workforce. Drawing upon international best practices and lessons learned, including insights from a study visit to the Philippines, the consultant will contribute to establishing a comprehensive system that enables the government to effectively plan, budget, recruit, develop, and retain qualified personnel across vital sectors like social affairs, health, education, and justice. The ultimate goal is to enhance the capacity of the social service workforce to deliver high-quality, rights-based, gender-responsive, disability-inclusive, and sensitive services to vulnerable and at-risk populations in Cambodia, ensuring long-term sustainability and effectiveness.
