Job Purpose
The consultancy aims to provide crucial technical assistance to eleven pilot ministries in the Republic of Guinea as they transition to a program-based budgeting system. This reform, aligned with ECOWAS directives and international best practices, focuses on results-oriented public financial management. The success of this pilot phase is critical for the planned expansion to all ministries by 2027. The consultant will support the effective adoption and implementation of program budgeting, ensuring accountability, improving public service delivery, and strengthening multi-year planning through the Medium-Term Expenditure Framework (CDMT). This role is essential for accelerating Guinea's public financial management reforms and achieving its development objectives.
Responsibilities
Provide expert technical support and guidance to eleven pilot ministries in the effective implementation and adoption of program-based budgeting. Assist ministries in structuring their budgets around missions, programs, and sub-programs, defining clear objectives, performance indicators, and accountability frameworks. Support the development and refinement of Program Activity Plans (PAPs) and Annual Performance Reports (RAPs). Facilitate the integration of program budgeting reforms with the Medium-Term Expenditure Framework (CDMT) and public financial management information systems. Conduct assessments of current practices and identify areas for improvement within the pilot ministries. Develop and deliver training modules and workshops for government officials on program budgeting principles and practices. Foster inter-institutional coordination and support the reform process through effective stakeholder engagement. Ensure alignment with relevant national and international guidelines and best practices in public financial management. Contribute to lessons learned documentation and provide recommendations for future reform phases. Monitor progress and provide regular reports on the implementation status and challenges encountered.
Work Experience
Minimum of fifteen (15) years of relevant and progressive experience in public financial management, with a proven specialization in program budgeting and/or public performance management. Experience in countries implementing program budgeting is highly desirable. Demonstrated experience in advising senior government officials and working within finance or budget ministries is required.
