Job Purpose
The Evaluation Officer provides crucial technical and operational support for the country office's planning, monitoring, and evaluation initiatives. This role is instrumental in facilitating the design and implementation of the Country Programme Plan for Research, Integrated Monitoring and Evaluation (PRIME), and the Costed Evaluation Plan. The officer will lead evaluation, learning, and knowledge management activities, ensuring alignment with UNICEF's mission, guiding principles, standards, and regulatory framework, including the 2023 UNICEF Evaluation Policy. A key aspect of this role involves contributing to the uptake of quality evaluations and lessons learned to improve programme performance and foster wider learning, including support for earthquake emergency response evaluations.
Responsibilities
The Evaluation Officer is accountable for ensuring that the Country Office and national partners develop a well-prioritized and realistic plan for evaluation and learning activities, collaboratively designed to provide strategic information for Country Programme management. This includes ensuring that UNICEF-supported evaluations adhere to UNICEF policies, guidance, and UN quality standards, with findings and recommendations disseminated effectively to improve programme performance and contribute to learning. The role also involves strengthening the evaluation and learning capacities of Country Office staff and partners, enabling them to increasingly lead evaluation processes. Furthermore, the officer will foster effective communication and partnerships for planning evaluation activities within the Country Office, with the Regional office, and with all stakeholders, including national partners, the UN Country Team, and the international community, ensuring results are shared to stimulate joint engagement. This includes contributing to the planning, design, and conduct of evaluations, and supporting the integration of lessons learned into programme design and policy.
Work Experience
Minimum of two years of professional work experience in programme development, implementation, and evaluation. Relevant field work experience is required. At least one instance of exposure to emergency programming, including preparedness planning, is also required.
