Job Purpose
The consultant will support the Ministry of Health and Medical Services (MHMS) and its partners in Fiji and Pacific Island Countries to design, operationalize, and strengthen integrated, evidence-based HIV service delivery models. This role is crucial given Fiji's escalating HIV epidemic, particularly among young people and women, and the rising risk of mother-to-child transmission. The consultancy aims to address key service gaps, including low testing coverage, missed HIV seroconversions during pregnancy, limited psychosocial support, and weak linkages between prevention, testing, and treatment services. The consultant will provide strategic guidance and practical implementation support, ensuring interventions are feasible, scalable, and integrated within existing health systems, with a focus on strengthening the elimination of vertical transmission (EMTCT) and pediatric HIV service delivery, including adolescent care.
Responsibilities
Design, operationalize, and strengthen integrated HIV service delivery models in collaboration with the Ministry of Health and Medical Services (MHMS) and partners. Address critical service gaps such as low testing coverage, missed HIV seroconversions during pregnancy, insufficient psychosocial support, and weak linkages across the HIV care cascade. Provide strategic guidance and practical implementation support for interventions, ensuring they are feasible, scalable, and integrated within existing health systems. Focus on strengthening the elimination of vertical transmission (EMTCT) and pediatric HIV service delivery, with specific attention to adolescent care. Enhance ANC testing strategies, continuity of care, and integration of maternal and child health services. Support capacity building, training, and mentorship of healthcare providers involved in HIV services. Conduct data analysis and utilize findings to inform program adjustments and improvements. Ensure interventions are evidence-based and align with global guidelines and best practices. Monitor and evaluate the effectiveness of implemented strategies and provide recommendations for continuous improvement. Facilitate collaboration among multidisciplinary teams and stakeholders to achieve program objectives.
Work Experience
At least 5-7 years of experience in HIV/AIDS programming, including Elimination of Mother-to-Child Transmission (EMTCT). Experience in health systems strengthening, capacity building, training, and mentorship of healthcare providers is also required.
