Job Purpose
The consultant will be responsible for providing technical support in the development of a funding proposal for the Global Fund's eighth cycle, focusing on three diseases: HIV, Malaria, and Tuberculosis. This role involves analyzing national strategic documents, reviewing programmatic and financial performance of ongoing grants, and identifying bottlenecks and programmatic gaps. The consultant will facilitate inclusive consultations with stakeholders, develop an integrated theory of change, and prepare a detailed budget aligned with strategic priorities. Additionally, the consultant will integrate cross-cutting approaches such as human rights, gender, equity, health system resilience, and pandemic preparedness, contributing to the development of the national universal health coverage strategy and resource mobilization for community health, vaccination, and nutrition.
Responsibilities
The consultant's mission includes analyzing national strategic documents related to HIV, TB, Malaria, and RSSH. They will examine the programmatic and financial performance of current grants to identify bottlenecks and programmatic gaps. A key responsibility is facilitating inclusive consultations with various stakeholders, including ministries, civil society, key populations, and technical and financial partners. The consultant will develop an integrated theory of change and an elaborate budget that is coherent with strategic priorities. Furthermore, they will integrate cross-cutting approaches such as human rights, gender, equity, health system resilience, and pandemic preparedness into the proposal. The role also involves contributing to the development of the national universal health coverage strategy and resource mobilization efforts for community health, vaccination, and nutrition.
