Job Purpose

The consultancy will be developed in close coordination with UNICEF Cuba, the Ministry of Justice, and national entities linked to the project. The consultant will be responsible for leading a technical process that combines document review, normative and institutional analysis, technical meetings, methodological production, review of existing tools, formulation of recommendations, and progressive validation of products with UNICEF and national counterparts. The work must ensure conceptual and methodological coherence among all products, presenting them as articulated components of an institutional architecture aimed at strengthening the quality of the response, technical homogeneity of performance, evidence-based management, results measurement, and sustainability of the intervention model for the Defender's Offices.

Responsibilities

1. Review relevant normative, institutional, and methodological documentation for the functioning of the Defender's Offices in Cuba, including national norms, protocols, manuals, institutional tools, and applicable international standards. 2. Develop a methodological proposal and work plan detailing the consultancy's path, information sources, actors to consult, coordination mechanisms, timeline, and the process for technical review and validation of products. 3. Conduct a normative, institutional, and tools diagnosis of the Defender's Offices regarding the protection and restitution of rights for children and adolescents, identifying strengths, gaps, duplications, operational risks, and improvement opportunities. 4. Design a comprehensive training package for strengthening the capacities of the Defender's Offices, including a training plan, a methodological proposal for face-to-face training, and the technical-pedagogical design of 10 e-learning modules. 5. Technically review the digital case management platform of the Defender's Offices from a functional and methodological perspective, assessing its utility for registration, follow-up, traceability, confidentiality, report generation, and decision-making. 6. Design an indicator system and a monitoring methodology to track the functioning of the Defender's Offices and assess their progress in the attention, protection, and restitution of rights for children and adolescents. 7. Facilitate virtual technical meetings with UNICEF Cuba, the Ministry of Justice, and other project-linked actors as required for the construction, review, and validation of products. 8. Integrate observations received from UNICEF and national counterparts into preliminary versions of products, ensuring technical quality, institutional relevance, and practical utility. 9. Prepare a final report with strategic recommendations for the progressive implementation, sustainability, and continuous improvement of the tools developed within the framework of the consultancy.

Work Experience

Experience in the design and implementation of training programs, diagnostic processes, and methodological development related to child protection and rights is required.
