Job Purpose
The Chief, Payroll & Offboarding provides strategic leadership and technical oversight for UNICEF’s global payroll, offboarding, and job classification functions. This role ensures accurate, timely, compliant, and client-focused service delivery for complex, high-risk processes. The incumbent acts as a principal advisor to senior management, offering authoritative guidance on payroll, separation entitlements, pension, insurance, and job classification. The position is crucial for ensuring consistent application of UNICEF policies, UN common system regulations, and internal control requirements, while also driving HR transformation through digitalization and automation.
Responsibilities
Lead end-to-end global payroll, offboarding, and job classification operations, ensuring accuracy and timeliness. Exercise delegated authority within established governance frameworks and establish/maintain a robust governance and internal control framework to ensure compliance with UN/UNICEF regulations. Oversee end-to-end offboarding services and lead ERP payroll and offboarding optimization, automation, and integration with case management and reporting systems. Foster cross-functional collaboration with DPC, DFAM, DID, and country offices, representing UNICEF in inter-agency payroll and offboarding initiatives. Manage job classification processes and provide leadership and management to staff. Strengthen collaboration with UNJSPF and HLIS to ensure smooth operations and accurate data exchange. Interpret complex policies and translate them into consistent operational procedures, system requirements, and client guidance. Ensure the overall staff experience is improved through efficient and effective service delivery.
Work Experience
Minimum ten years of increasingly responsible professional experience in accounting, finance, payroll, management, or related fields. Experience in the UN common system or similar international organizations is required. Thorough knowledge of principal payroll operations practices and techniques is essential.
