Job Purpose
The consultant will provide technical support to 10 State Governments in Nigeria for the implementation of Programme-Based Budgeting (PBB) for the 2027-2029 Multi-Year Budget. This involves developing Medium Term Expenditure Frameworks (MTEF), Medium Term Sector Strategies (MTSS) for key sectors like Health, Education, WASH, and Social Protection, and strengthening institutional capacities of government agencies. The role includes sensitizing and training legislative committees, developing transition plans from traditional budgeting to PBB, and enhancing result-based budgeting initiatives. Additionally, the consultant will facilitate citizen budget forums, conduct CSO and media sensitization, and document lessons learned to support the scaling up of PBB. The ultimate goal is to improve budget transparency, accountability, and effectiveness in public financial management at the subnational level.
Responsibilities
Develop the 2027-2029 Medium Term Expenditure Framework (MTEF) for 10 participating State Governments. Design and review Medium Term Sector Strategies (MTSS) for the Health, Education, WASH, and Social Protection sectors within these states. Strengthen the capacity of Ministries, Departments, and Agencies (MDAs) on the principles and practical implementation of Programme-Based Budgeting (PBB). Conduct sensitization sessions and provide PBB training for House of Assembly Committees on Finance, Appropriation, Health, Education, Social Protection, and WASH. Develop and implement a transition plan for each state to move from traditional line-item budgeting to PBB in the specified sectors. Enhance planning, supervision, monitoring, evaluation, and reporting mechanisms for result-based budgeting, including capacity building for parliamentary oversight functions and establishing budget monitoring platforms. Organize citizen budget forums and conduct sensitization activities for Civil Society Organizations (CSOs) and the media to promote PBB, public awareness, budget transparency, and accountability. Document lessons learned and challenges encountered during the implementation to inform future scaling-up efforts to other sectors and states.
Work Experience
A minimum of ten (10) years of experience in Public Finance Management (PFM) activities, including successful implementation of international development projects. Specific experience in developing MTSS, MTEF, and subnational budgets using PBB in Nigeria is required, along with experience in capacity building for government officials and developing budget performance indicators.
