Job Purpose
The Contracts Officer, under the supervision of the Contracts Specialist or Chief of Supply and Logistics, provides crucial technical and operational support for UNICEF's response to the Ebola Virus Disease outbreak in the Democratic Republic of the Congo. This role is vital in ensuring the timely and effective procurement of goods and services necessary for the emergency response. The incumbent will focus on contract management, including sourcing, contracting, and administering services, while collaborating closely with program teams to align supply chain interventions with programmatic needs. The position also involves providing advisory support to government and national partners on supply chain and contracts management, contributing to achieving results for children in a complex and challenging environment.
Responsibilities
The Contracts Officer will support the supervisor and the wider team in managing procurement and contracting activities for the Ebola emergency response. A primary focus will be on contract management, encompassing the entire lifecycle from sourcing and negotiation to contract administration and closure, ensuring compliance with UNICEF's regulations and procedures. This includes managing contracts for essential goods and services required for the outbreak response, such as medical supplies, logistics, and technical expertise. The role involves close collaboration with program sections to accurately define their supply and contracting needs, translating these into effective procurement strategies. Furthermore, the Contracts Officer will provide technical guidance and advisory support to government counterparts and national implementing partners on best practices in supply chain and contract management, aiming to strengthen local capacities. The incumbent will also contribute to innovation by identifying new products and markets and will support the development and implementation of efficient and effective contracting solutions to meet the urgent demands of the emergency response, ensuring value for money and timely delivery of critical items and services.
Work Experience
A minimum of two (2) years of progressively responsible professional experience in procurement and contracting at the national and/or international levels is required. Experience in procurement/contracting for high-value, complex services is an advantage.
