Job Purpose
The Programme Manager (Risk & Direct Cash Delivery) will manage UNICEF South Sudan's cash-based assistance portfolio, ensuring timely and risk-informed delivery of cash to frontline workers and shock-affected families. This role is crucial in adapting UNICEF's operations to a highly volatile environment, building direct delivery capacities, and enhancing operational and risk management expertise for cash-based modalities. The incumbent will provide strategic leadership and operational oversight, ensuring robust data and payment management systems, integrated risk management, and strong governance for large-scale cash payments across sectors.
Responsibilities
The Programme Manager will oversee the office’s cash-based assistance portfolio, collaborating closely with Programme sector teams and Operations teams through established coordination mechanisms. This involves ensuring systematic alignment of programmatic and operational accountabilities. The role reports to the Representative, with functional reporting to Deputy Representatives for Programme and Operations. The incumbent will provide operational support to all sections implementing cash-based modalities, coordinating technical and operational components. Responsibilities include supervising staff involved in direct payment delivery, managing data, and monitoring capacity. The position offers strategic leadership and operational oversight for UNICEF South Sudan’s cash-based assistance, leading the development of cash standards, operational procedures, data and payment management systems, and integrated risk management frameworks. Ensuring strong governance, compliance, and operational readiness for large-scale, risk-informed cash payments to frontline workers and households is paramount. The role also involves strengthening internal capacities, advising senior management, and promoting harmonized, risk-informed delivery approaches.
Work Experience
A minimum of five years of professional experience in programme management, with a significant focus on cash-based interventions, humanitarian response, or development programmes. Experience in risk management and operational oversight in complex environments is highly desirable.
