Job Purpose
The purpose of this consultancy is to conduct a comprehensive assessment of the end-to-end service contracting workflows and operating approaches within UNICEF's Service Contracting Centre (SCC). This role will identify operational bottlenecks, process inefficiencies, duplication, coordination gaps, and workload pressures that impact service delivery. The consultant will develop practical and implementable recommendations for workflow optimization and harmonization, facilitate stakeholder consultations and workshops to ensure operational alignment, and create a roadmap for implementing proposed business transformation measures. The consultancy will also involve supporting the initial stages of implementation and tracking progress to ensure successful change initiatives within SCC.
Responsibilities
The consultant will be responsible for conducting a thorough review of all SCC workflows, operating approaches, coordination mechanisms, and service delivery modalities, including workflow mapping. This involves assessing process bottlenecks, inefficiencies, duplication, coordination challenges, and workload pressures. The role includes reviewing SCC service categories and operating modalities to identify opportunities for harmonization, prioritization, and optimization. The consultant will also assess relevant systems, workflows, and procedures to pinpoint areas needing process adjustments or operational improvements, ensuring alignment with ongoing efficiency initiatives. Furthermore, the consultant will facilitate stakeholder consultations and operational workshops, support harmonization and alignment discussions, and provide practical recommendations for implementation sequencing. Advisory support will be provided during implementation and operational alignment discussions, and the consultant will assist SCC management in tracking implementation progress, monitoring actions, and identifying risks and mitigation measures for change initiatives.
Work Experience
At least 10 years of progressively responsible and relevant professional work experience in leading Business transformation activities. International work experience, experience with public and private sector, expertise in international development and humanitarian response, and experience from analytical work and negotiations are strong assets.
