Job Purpose

The purpose of this consultancy is to develop a Costed National Nutrition Strategy for Rwanda. This involves a comprehensive review of existing policies, a thorough situational analysis, and detailed stakeholder consultations. The consultant will be responsible for developing the strategic plan, including a robust results framework, and its subsequent costing. Additionally, the role includes defining the financing and resource mobilization strategies, establishing an implementation and governance framework, and outlining a monitoring, evaluation, and learning (MEL) system. A critical component is the risk analysis to ensure the strategy's feasibility and sustainability. The ultimate goal is to create a actionable and well-funded plan to improve national nutrition outcomes.

Responsibilities

The consultant will undertake a 16-week scope of work focused on developing a Costed National Nutrition Strategy. Key responsibilities include conducting a Policy Review and Strategic Alignment to ensure the strategy integrates with existing national frameworks. A comprehensive Situational Analysis will identify current nutrition challenges and opportunities. Stakeholder Mapping and Consultation will engage relevant parties to gather input and build consensus. The core task involves the Development of the Nutrition Strategic Plan, including defining clear objectives and interventions. A Results Framework will be established to guide progress measurement. Crucially, the consultant will be responsible for the Costing of the Strategic Plan, estimating the financial resources required for implementation. This includes developing strategies for Financing and Resource Mobilization. An Implementation and Governance Framework will be designed to outline how the strategy will be executed and managed. Furthermore, the consultant will develop a Monitoring, Evaluation and Learning (MEL) system to track progress and impact, and conduct a thorough Risk Analysis to identify potential challenges and mitigation strategies.

Work Experience

Minimum of seven years of professional experience in nutrition policy, health financing, and multisectoral program design, with strong analytical and costing skills. Proven experience in developing national strategies, technical reports, policy briefs, and guidelines. Experience in stakeholder engagement, workshop facilitation, and capacity building. Proven experience in conducting quantitative or qualitative research.
