Job Purpose
The consultant will facilitate the Semi-Annual Review, focusing on analyzing progress towards program objectives, identifying success factors, and areas for improvement in relevance, efficiency, effectiveness, and sustainability. The review will cover key program components: child survival and development, quality basic education, child protection, and social policies. It will also examine the program's theory of change and the effectiveness of strategies and enablers such as partnerships, funding, data systems, innovation, advocacy, and inter-agency coordination. The goal is to provide insights and recommendations to enhance UNICEF's programmatic interventions in Guinea.
Responsibilities
Facilitate the Semi-Annual Review process, ensuring a comprehensive analysis of program progress against defined results. Lead discussions on factors contributing to successes and identify areas for improvement in relevance, efficiency, effectiveness, and sustainability of UNICEF-supported interventions. Oversee the review of the four key program components: child survival and development, quality basic education, child protection, and social policies. Analyze the program's overall theory of change based on component performance. Evaluate the relevance and effectiveness of change strategies and enablers, including partnerships, financing, data and information systems, innovation, advocacy, and inter-agency coordination. Prepare a detailed report of findings and recommendations. Ensure timely delivery of all review outputs and deliverables as per the Terms of Reference. Engage with a wide range of stakeholders, including government, NGOs, and development partners, through a consultative approach. Document lessons learned and best practices to inform future programming.
Work Experience
Minimum of 10 years of experience in monitoring and evaluation, program review, or project evaluation. Proven experience in data collection and qualitative/quantitative analysis methods. Demonstrated experience in conducting or facilitating reviews, workshops, or strategic reflection sessions. Familiarity with UNICEF's planning, monitoring, evaluation, and reporting systems, and HACT. Experience with child-centered evaluations and UNICEF country program evaluations is an asset.
