Job Purpose
The WASH Officer, reporting to the WASH Manager in Gaza, is responsible for providing comprehensive technical, operational, and administrative assistance throughout the entire WASH programming process. This critical role involves the preparation, management, and meticulous implementation of a diverse range of technical and administrative tasks. These tasks are directly linked to the development, effective implementation, rigorous monitoring, and thorough evaluation of the WASH output results as defined within the country programme. A key aspect of this position is the specific focus on integrating Environmental and Social Safeguard considerations across the entire programme and project cycle of water, sanitation, and hygiene initiatives in Gaza. The officer will ensure that all projects adhere to safeguard principles, contributing to sustainable outcomes and protecting the rights and well-being of children and communities in the region by ensuring access to safe and adequate WASH services.
Responsibilities
The WASH Officer will actively contribute to programme development and planning by assisting in the formulation of WASH strategies, plans, and proposals, ensuring they align with UNICEF's country programme goals and national priorities. They will be instrumental in programme management, monitoring, and delivery of results, overseeing the day-to-day implementation of WASH projects, tracking progress against established indicators, and ensuring the timely and high-quality delivery of expected outcomes. This includes managing project budgets, resources, and preparing comprehensive reports. The role also entails providing crucial technical and operational support for programme implementation, offering expert guidance to implementing partners, and ensuring the technical soundness and operational efficiency of WASH interventions, with a particular emphasis on environmental and social safeguards. Furthermore, the officer will support humanitarian WASH preparedness and response efforts, contributing to emergency planning and leading rapid response activities during crises to ensure WASH services effectively reach affected populations. Networking and partnership building will be key, establishing and maintaining strong relationships with government counterparts, NGOs, community groups, and other stakeholders to foster collaboration and resource mobilization. Finally, the officer will promote innovation, knowledge management, and capacity building by identifying and advocating for innovative approaches in WASH programming, documenting best practices, facilitating knowledge sharing, and strengthening the capacity of local partners and communities.
Work Experience
At least 2 years of professional work experience in WASH-related programmes for developing countries is required.
