Job Purpose
Under the supervision and guidance of the WASH Specialist, the Programme Associate provides specialized programme and administrative support essential for the effective development, implementation, and monitoring of UNICEF's programmes. This role demands substantial engagement in critical areas such as data analysis, meticulous budget tracking, comprehensive reporting, and robust coordination with both internal teams and external stakeholders. The primary objective is to ensure the efficient delivery of programme outcomes and strict compliance with all organizational rules and regulations. The incumbent is expected to exercise sound judgment, proactively anticipate programmatic needs, and recommend strategic actions that significantly contribute to the overall programme planning, successful implementation, and accurate reporting of results. This position is vital in supporting UNICEF's overarching mission to advance children's rights and wellbeing across the Pacific region, fostering operational efficiency and strong partnerships.
Responsibilities
The Programme Associate is responsible for providing comprehensive support to Project Management and Implementing Partnership Coordination, which includes assisting in the planning, execution, and meticulous monitoring of various projects. This involves fostering effective collaboration and communication with implementing partners to ensure alignment with UNICEF's strategic goals. They offer crucial technical and operational support to programme implementation, ensuring that all activities are carried out efficiently, adhere to established standards, and contribute directly to desired outcomes. A significant aspect of the role is Grant Management, Budget Monitoring, and Reporting, where the associate tracks expenditures, manages grant allocations, and prepares detailed financial and programmatic reports to ensure transparency, accountability, and optimal resource utilization. The position also drives Digital Innovation & Operational Efficiency, by identifying, recommending, and implementing innovative solutions and tools to streamline processes and enhance productivity. Furthermore, the associate plays a key role in Communication, Knowledge Sharing, and Dissemination, ensuring that critical information, lessons learned, and best practices are effectively communicated to relevant internal and external stakeholders. They also contribute to Capacity Building & Event Coordination, organizing workshops, training sessions, and events to strengthen partner capabilities. Lastly, the role demands Flexibility & Surge Support, requiring adaptability to evolving programmatic needs and providing essential assistance during peak periods or emergencies to maintain programme continuity and effectiveness.
Work Experience
A minimum of six years of relevant work experience in administration, programme management, or project management is required. Experience working at a UN agency or international organization is desirable. Relevant experience at country level, particularly in development, fragile settings, and humanitarian contexts, is also desirable.
