Job Purpose
The primary purpose of this consultancy is to provide expert technical support for the development of the funding request for the three diseases – HIV, Malaria, and Tuberculosis – for the 8th cycle of the Global Fund. This involves a comprehensive analysis of the current health situation, leading to the definition of strategic priorities that align with national health goals. The consultant will ensure the funding request is meticulously prepared, adhering strictly to all Global Fund requirements and technical orientations (GC8). A key objective is also to strengthen national coordination mechanisms and enhance local capacities in the planning and management of health programs. This support is vital for improving the country's ability to effectively secure and utilize resources, ultimately contributing to better health outcomes for children and communities in Guinea. The consultant will facilitate a participatory approach, ensuring alignment with national health strategies and leveraging recent epidemiological data to inform robust program design and implementation.
Responsibilities
The consultant will provide crucial support for the comprehensive analysis of the health situation, leading to the precise definition of priorities for the 8th cycle of the Global Fund, ensuring that all interventions are strategically aligned with the most pressing needs. A core responsibility involves meticulously supporting the preparation of a funding request that is fully compliant with all the stringent requirements and technical orientations (GC8) set forth by the Global Fund, ensuring its successful submission. Furthermore, the consultant will actively work to reinforce coordination mechanisms and enhance national capacities in the planning and management of health programs, fostering greater efficiency and sustainability within the health sector. The mission will be underpinned by a participatory and inclusive approach, necessitating frank collaboration with all involved ministries and technical and financial partners. It will ensure strict alignment with national health strategies, leveraging recent epidemiological data to inform robust and evidence-based program design. The consultant will also conduct a thorough analysis of inequalities and human rights-related barriers, integrating these critical insights to ensure equitable access and outcomes for all beneficiaries. Strict adherence to the Global Fund's technical guidelines is paramount throughout the entire process, guaranteeing the quality and effectiveness of the proposed interventions.
Work Experience
A minimum of 5 years of professional experience is required, including practical experience in developing monitoring and evaluation plans for health programs. Demonstrated experience in the field of health program monitoring and evaluation, along with proven knowledge in developing M&E plans, is essential. Familiarity with the organization and functioning of public administration in Francophone countries is also necessary. Experience in monitoring and evaluation in developing countries, particularly in West Africa and Guinea, is considered an asset.
