Job Purpose
This consultancy aims to support Guinea's participation in the Global Fund's eighth cycle (GC8) for 2026-2028. The consultant will contribute to strengthening the national health system by assisting the National Coordinating Mechanism (CCM) in preparing a funding request aligned with national priorities and Global Fund strategic directions. The role involves a participatory and inclusive approach, collaborating with ministries and technical/financial partners, ensuring alignment with national health strategies, utilizing recent epidemiological data, analyzing inequalities and human rights barriers, and strictly adhering to Global Fund GC8 technical guidelines. The objective is to mobilize resources and reduce mortality related to HIV, tuberculosis, and malaria.
Responsibilities
The consultant will be responsible for supporting the development of national plans and contributing to the management of health programs. This includes practical experience in elaborating national plans and a proven track record in health program management. The consultant will ensure the alignment of the funding request with national health strategies and Global Fund technical guidelines. They will analyze epidemiological data, identify inequalities and human rights barriers, and foster collaboration with various ministries and technical/financial partners. The role requires strong administrative and technical writing skills for reports and technical notes. The consultant will also ensure compliance with Global Fund GC8 requirements and contribute to the overall objective of strengthening the health system and reducing disease-related mortality in Guinea.
Work Experience
Minimum of 5 years of experience in developing national plans and managing health programs. Proven knowledge in health program management. Experience in public administration in French-speaking countries is required. Experience in developing countries, particularly in West Africa and Guinea, is an asset.
