Job Purpose
The purpose of this assignment is to support UNICEF and UNHCR in enhancing their strategic approach and implementation of the Strategic Collaboration Framework (SCF). This involves documenting, analyzing, and consolidating practical country-level experiences and reporting on refugee inclusion into national education systems, particularly in the Middle East and North Africa (MENA) region. The consultancy will generate actionable operational learning, identify scalable approaches, and strengthen shared understanding of effective collaboration modalities among UNICEF, UNHCR, governments, and partners. It will also contribute to documenting and analyzing the PROSPECTS partnership's experience in advancing refugee inclusion and resilience-building, translating global commitments into practical guidance for country-level implementation, and informing future joint planning processes.
Responsibilities
Under the supervision of UNICEF and in close coordination with UNHCR, the consultant will provide technical support to strengthen joint UNICEF–UNHCR collaboration under the Strategic Collaboration Framework (SCF) and the PROSPECTS Phase 2 MAGRP Education Pillar, with a particular focus on refugee inclusion into national education systems in the MENA region. This includes developing country case studies, analytical synthesis, and contributing to a joint Theory of Change (ToC) to translate global commitments into practical guidance. The consultant will also document and analyze the PROSPECTS partnership's experience, examining how interventions have strengthened access to quality education, supported systems, enhanced coordination, and promoted pathways for adolescents and youth. Furthermore, the assignment involves identifying promising practices, operational bottlenecks, and opportunities for scaling integrated approaches. Lastly, the consultant will support joint strategic reflection and planning by facilitating evidence-informed dialogue on comparative advantages, coordination mechanisms, and pathways for sustainable inclusion of refugee children and youth, informing future joint planning and regional initiatives.
Work Experience
A minimum of 8–10 years of progressively responsible professional experience in education in emergencies, refugee education, education systems strengthening, or children on the move programming is essential. Demonstrated experience with UN agencies, international organizations, governments, and partners is required, along with proven experience in developing analytical reports and strategic knowledge products. Experience in the MENA region or PROSPECTS countries is a strong asset.
