Job Purpose
The Programme Officer plays a vital role in achieving concrete and sustainable results for the Healthy Environments for Healthy Children (HEHC) Programme. This is accomplished by providing essential support through efficient financial, administrative, and coordination processes. The incumbent is responsible for tracking budgets, managing procurement and contracts, and facilitating global coordination and knowledge management, thereby ensuring strict compliance with donor agreements and corporate priorities. This role is instrumental in fostering effective collaboration across various Country Offices and with external partners. The overall efficiency and effectiveness of the support provided directly enhance UNICEF's organizational capacity to deliver significant impact for children, particularly in protecting their health and well-being from critical environmental hazards such as pollution, climate change, and adverse built environments, aligning global strategies with local actions. This position is key to linking global policy with on-the-ground action to deliver results for children at scale.
Responsibilities
The Programme Officer, under the supervision and guidance of their supervisor, is responsible for supporting strategic coordination, technical resources procurement, and comprehensive budget and programme monitoring functions for the Healthy Environments for Healthy Children (HEHC) programme, including the Children’s Environmental Health Collaborative. A primary accountability is Global Programme management, which entails meticulously tracking multi-country proposals, monitoring deliverables, and assessing performance indicators. This also involves executing budget transfers and ensuring accurate financial tracking within the VISION system, all in strict alignment with donor agreements and corporate financial regulations. The role provides crucial procurement and management support for technical resources, specifically by facilitating the contracting of external technical expertise and diligently supporting partnership and contract management processes, encompassing financial workflows and maintaining precise system records. Furthermore, the incumbent offers essential administrative support to the CEH collaborative and for Technical Assistance (TA) deployment. This includes coordinating communication across various country networks, managing meeting logistics, arranging travel, and overseeing TA deployments. The position also involves robust budget monitoring and reporting. Finally, a significant responsibility is Knowledge Management, which requires the effective management of digital platforms and knowledge systems to ensure seamless global collaboration and efficient information sharing among all stakeholders, thereby enhancing programme effectiveness and reach.
Work Experience
At least 1 year of relevant work experience in administration, administrative services, coordination, programme implementation, financial tracking, coordination activities, or any other related fields is required.
