Job Purpose

The Nutrition Specialist (Sub-National Cluster Coordinator) will strengthen field-level cluster coordination across the five Darfur States under the guidance of the Nutrition Cluster Coordinator. This role involves providing leadership and representation at sub-national levels, facilitating processes to ensure a well-coordinated, strategic, adequate, coherent, and effective response by cluster participants. The specialist will ensure accountability to affected populations and work towards an efficient response meeting national and global quality standards. Key responsibilities include strengthening coordination capacity, ensuring inter-sectoral collaboration, and integrating humanitarian actions in Darfur States, all in consultation with the national coordination team. The post holder is responsible for overseeing, supporting, and building capacity for predictable, timely, and strategic leadership and representation for the Cluster/Sector/Working Group at the sub-national level, ensuring an effective response. This role leads diverse stakeholders towards shared goals based on evidence.

Responsibilities

The post holder will establish and maintain a coordination mechanism to effectively achieve cluster functions and HPC requirements, building on existing structures and developing national/sub-national capacities. They will coordinate with the national Cluster/Sector/Working Group, ensuring alignment, effective communication, and engagement. Support and guide the sub-national coordination team, building partnerships with government counterparts, national authorities, local/international organizations, other AoRs/Clusters/Sectors/Working Groups, and affected populations. The role involves building complementarity among partners, proactively negotiating to avoid duplication and gaps, and representing the sub-national Cluster/Sector/Working Group across all sectors, including Inter-Cluster coordination fora. They will attend State and national meetings, presenting best practices and challenges. Additionally, the specialist will contribute to planning and implementing nutrition cluster-specific and multi-sectoral needs assessments and joint analysis at sub-national levels, analyzing data collaboratively with partners to create evidence-based analytical products. They will also contribute to national strategic planning, response prioritization, and the development of the sectoral response plan in Darfur states, ensuring alignment with national priorities and considering all response delivery modalities.
