Job Purpose
The Administrative & Finance Officer acts as a strategic business partner, coordinating operational activities within the Warsaw Refugee Response Office to ensure effective programme implementation and results for children. This role involves providing risk-informed, solution-focused operational support, analysis, and advice crucial for sound programme and management decision-making. A key responsibility also includes facilitating the operational and legal closure of the office by March 2027. The officer executes diverse administrative and financial tasks, applying thorough knowledge of UNICEF procedures and policies to deliver efficient, cost-effective support services. This ensures all administrative operations comply with organizational rules and regulations, projecting a credible and reliable service provider image.
Responsibilities
The Administrative & Finance Officer is responsible for delivering efficient and cost-effective administrative support services, ensuring the Refugee Response Office's operations align with UNICEF's administrative policy, procedures, rules, and regulations. This includes providing comprehensive administrative support and services to facilitate the smooth functioning of the office and its programmes. Key duties involve meticulous travel management, encompassing all arrangements for staff and consultants, from booking to expense reconciliation, in strict adherence to organizational guidelines. The officer also manages the contracting process for consultants and external service providers, ensuring all agreements are compliant and legally sound. Furthermore, the role provides critical support to financial control functions, including treasury and cash management, to maintain financial integrity and liquidity. This extends to conducting financial assurance activities and rigorous budget monitoring, offering analytical insights to support sound financial decision-making and ensure optimal resource utilization. The incumbent will also be responsible for accurate record-keeping of all administrative and financial transactions, ensuring transparency and audit readiness. This comprehensive approach to administrative and financial oversight directly contributes to the effective delivery of results for children and supports the planned closure of the office.
