Job Purpose
The purpose of this consultancy is to conduct an evaluability study of UNICEF Guinea's cooperation program for 2024-2028. This study will assess the robustness of the program's design, its measurability, and the quality of its monitoring and evaluation framework. It will also evaluate the feasibility of implementation and achievement of results. The findings will inform the mid-term review and programmatic adjustments, providing solid evidence to guide UNICEF's planning for the coming years and enhance the likelihood of success. The scope is limited to the country program, its intended results, and the associated monitoring and evaluation framework, including five components and strategies outlined in the CPD.
Responsibilities
Conduct a comprehensive evaluability study of the UNICEF Guinea country program 2024-2028. Assess the program's design robustness, measurability, and the quality of its monitoring and evaluation framework. Evaluate the feasibility of program implementation and the achievement of targeted results. Provide evidence-based recommendations to inform the mid-term review and programmatic adjustments. Analyze the five components and strategies within the country program, as described in the CPD. Review the theory of change for each result, based on situation analysis. Ensure the study's scope is strictly limited to the country program, its intended outcomes, and the associated monitoring and evaluation framework. Prepare a detailed report outlining findings, conclusions, and actionable recommendations for improving program effectiveness and success rates in future planning.
Work Experience
Minimum of 5 years of professional experience in program evaluation, monitoring and evaluation (M&E) systems, or related fields, preferably within an international development context. Experience with UNICEF or similar UN agencies is an asset.
