Job Purpose
The primary purpose of this consultancy is to support the Social Policy Specialist in the comprehensive coordination and operationalization of the 'Child Plus Benefit' cash transfer pilot in Muthanna, Iraq. This involves meticulously preparing, updating, and monitoring the implementation workplan, alongside developing robust process flows and standard operating procedures (SOPs) to facilitate efficient cash payments. The consultant will ensure the seamless execution of the pilot, working closely with relevant internal and external stakeholders, adhering strictly to established SOPs and timelines. A key aspect is to provide initial support in monitoring the planning and tracking of all processes and payments to beneficiaries, ensuring compliance with safety and security measures. Furthermore, the role entails contributing to liaison efforts with various internal departments (health, child protection, social and behavior change) and local external partners (DoLSA, DoH) to integrate the 'Plus' component effectively. The consultant will also support organizing and facilitating meetings with relevant working groups, such as the internal task force and cash assistance committee, to continuously monitor and track the pilot's progress and implementation.
Responsibilities
The consultant will support the Social Policy Specialist in preparing, updating, and monitoring the implementation workplan for the 'Child Plus Benefit' pilot. This includes developing clear process flows and standard operating procedures (SOPs) with timelines for the operationalization of cash payments. A key responsibility is to ensure the smooth implementation of the 'Child Plus Benefit' in collaboration with relevant stakeholders and partners, strictly adhering to developed SOPs and timeframes. The role involves providing initial support to monitor the planning and tracking of overall processes and payments to beneficiaries, ensuring compliance with agreed-upon SOPs and safety measures. The consultant will contribute to liaising with relevant internal departments (health, child protection, Social and Behavior change) and external local stakeholders (DoLSA, DoH) for the effective implementation of the 'Plus' component. Furthermore, the consultant will support organizing and facilitating meetings with relevant working groups, such as the internal task force and cash assistance committee, to continuously monitor and track the implementation of the 'Child Plus Benefit'. Finally, the consultant will follow up with field teams on beneficiary identification and selection and support the organization and implementation of missions for external partners, including trainings and data collection for assessments.
Work Experience
At least three years of relevant professional work experience in social protection, cash transfer programming, implementation, and coordination is required. Experience with the UN is considered an asset.
