Job Purpose

The mission's objective is to develop, for the Government of the Republic of Guinea, a strategy and roadmap for innovative financing to support the mobilization of necessary resources for the implementation of the Simandou 2040 Vision, with a particular focus on investments in human capital. The mission aims to identify and evaluate the most relevant innovative financing instruments for the Guinean context, analyze their legal, regulatory, and financial feasibility, define realistic implementation mechanisms, and strengthen the capacities of public institutions responsible for their deployment. The consultant will conduct an in-depth diagnosis of the Guinean financial landscape, examining international experiences, mapping existing financing flows and sectoral deficits, assessing debt sustainability and Guinea's sovereign credit profile, and analyzing legal and regulatory frameworks and associated risks.

Responsibilities

Under the supervision of the Ministry of Economy, Finance and Budget and in coordination with Simandou 2040 stakeholders and UNICEF, the consultant will conduct an in-depth diagnosis of the Guinean financial landscape. This analysis will include an examination of international experiences, mapping of existing financing flows and sectoral deficits, assessment of debt sustainability and Guinea's sovereign credit profile, as well as analysis of legal and regulatory frameworks and risks associated with different innovative financing instruments. The consultant will also identify and evaluate the most relevant innovative financing instruments for the Guinean context, analyze their legal, regulatory, and financial feasibility, define realistic implementation mechanisms, and strengthen the capacities of public institutions responsible for their deployment. The consultant will be responsible for developing a strategy and roadmap for innovative financing to support resource mobilization for the Simandou 2040 Vision, with a focus on human capital investments.

Work Experience

Minimum of fifteen (15) years of professional experience combining expertise in sovereign finance, development finance, or structured finance, with proven experience in low or middle-income countries. Proven experience in designing, structuring, or advising on innovative financing operations for governments or multilateral institutions, including at least one successful transaction. Demonstrated expertise in financing human capital sectors.

Skills

Expert-level mastery of the innovative financing landscape (blended finance, impact bonds, green/social/sustainability bonds, diaspora bonds, NRBLs, debt-for-results swaps, guarantee instruments), Strong quantitative skills in financial modeling, cost of capital analysis, debt sustainability analysis, and fiscal risk assessment, Knowledge of international capital markets regulations, ESG disclosure standards, and impact measurement frameworks (IMP, IRIS+, SDG alignment), Experience in conducting similar missions, Expertise in sovereign finance, development finance, or structured finance, Experience in low or middle-income countries, Experience in designing, structuring, or advising on innovative financing operations, Experience in financing human capital sectors, Experience in Sub-Saharan Africa (preferably ECOWAS or UEMOA region), Experience in managing revenues from natural resources, sovereign wealth funds, or commodity-indexed financing, Experience interacting with rating agencies and international capital markets
