Job Purpose
As the Administrative Specialist in the Afghanistan Country Office, you will be accountable for providing managerial leadership and policy guidance to achieve effective administrative service management and staff capacity development. You will collaborate closely with Operations Management to ensure efficient administrative operations that robustly support both the Office and country programmes. A critical responsibility involves ensuring that all administrative operations and services are fully compliant with UNICEF’s administrative policies, procedures, rules, and regulations. This role demands maintaining high-quality operations within a complex and high-volume context, extending support to the Country Office in Kabul and its 13 zonal offices across the country. Working under the direct supervision of the Admin and Finance Manager, you will lead the day-to-day management of assigned service lines, supervise three direct reports, and hold overall responsibility for managing a wider team of 31 staff members, contributing significantly to the organization's mission.
Responsibilities
The Administrative Specialist will ensure the appropriate and consistent interpretation and timely application of administrative policy and procedures to support operations at both country and sub-country levels. This includes properly administering, monitoring, and controlling the budget preparation and implementation within administrative management and services. The role involves providing supervision and leadership in the management and operations for the delivery and improvement of administrative support services, alongside establishing robust security arrangements to enhance safety and security. Effective property management of administrative supplies, office equipment, vehicles, and other assets is crucial. The specialist will oversee the strategic management of UNICEF guest houses across Afghanistan, ensuring full compliance with safety, financial, and operational policies. Strategic oversight of travel, fleet, and protocol services is also required, guaranteeing efficient, safe, and cost-effective arrangements across all duty stations while maintaining UNICEF policy compliance. Furthermore, all administrative transactions and contract arrangements must satisfy stipulated requirements and comply with applicable policies. Staff capacity will be enhanced through organized learning and development programmes in administrative management. Maintaining effective working relations with other agencies, local authorities, and implementing partners is essential, along with carrying out any other assigned administrative management responsibilities and services effectively.
Work Experience
At least five years of relevant work experience in Administration, Operations, Facilities Management, Accommodation Management, Travel Management, Fleet Management, Contract Management, Budget Management, Asset Management, Staff Development, and other related fields is required.
