Job Purpose
The Social Policy Officer (Public Finance for Children) in Recife, Brazil, will provide specialized technical assistance and analytical support on public finance management and fiscal measures to improve budget allocations for children and adolescents at the sub-national level in Alagoas, Paraíba, and Pernambuco. The role involves supporting social policy programming and advocacy across all stages, from strategic planning to sustainable results delivery. Key focus areas include reducing child poverty, enhancing social protection, improving transparency and efficiency of child-focused investments, and strengthening governance and accountability for better social services.
Responsibilities
Provide technical support and assistance in the formulation, planning, and implementation of social policies and programmes aimed at improving public finance for children and adolescents at the sub-national level. Conduct analytical work on economic and fiscal measures to advocate for increased and more equitable budget allocations for children. Support efforts to enhance the transparency, adequacy, equity, and efficiency of child-focused public investments and financial management. Contribute to strengthening governance, decentralization, and accountability mechanisms to increase public participation and improve the quality and coverage of social services. Collaborate with national and sub-national authorities, civil society, and other stakeholders to promote the child rights agenda. Monitor and evaluate the impact of public finance interventions on children and adolescents. Assist in developing capacity-building initiatives for government officials and partners on public finance for children. Prepare reports, policy briefs, and other communication materials to disseminate findings and advocate for policy changes.
Work Experience
A minimum of two years of relevant professional experience in public finance, budget analysis, statistics, or macroeconomic analysis is required. Prior experience with socioeconomic analysis, public finance analysis, and leading advocacy efforts on public finance issues is also required.
