Investing in quality Early Childhood Care and Education (ECCE), especially for children under three, is vital. ECCE participation, combined with positive caregiving, nutrition, and health services, yields significant developmental benefits, improving school readiness, health, and future productivity. It also generates economic returns by strengthening human capital and reducing long-term social costs, particularly for disadvantaged children.
Responsibilities
The consultant will conduct a comprehensive situation analysis of Early Childhood Care and Education (ECCE) services in Uzbekistan, with a particular focus on children aged 0-3. This involves assessing existing policies, programmes, and service delivery models, identifying gaps and challenges in access, quality, and equity. The role also includes analyzing the impact of current ECCE provisions on children's developmental outcomes, school readiness, and family well-being. Furthermore, the consultant will develop a strategic action plan to strengthen and expand inclusive ECCE systems, proposing evidence-based interventions and policy recommendations. This includes formulating strategies to enhance parental support, integrate health and nutrition services, and address vulnerabilities for disadvantaged children, while also providing recommendations for leveraging ECCE to support women's labor market participation and contribute to the country's demographic dividend.
