Job Purpose
The primary objective of this consultancy is to deliver comprehensive Social and Behavior Change (SBC) technical support to Sudan's Ministry of Health and its health promotion structures at both federal and subnational levels. This involves actively supporting the entire cycle of communication and social mobilization activities, from planning and implementation to monitoring and evaluation. Key areas of focus include routine immunization, various vaccination campaigns, and responses to health emergencies across Sudan. The consultant will be directly embedded within the Ministry of Health, providing crucial direct technical assistance. This role is instrumental in ensuring the quality implementation and reporting of SBC interventions outlined in UNICEF Sudan's crisis response plan and other strategic documents, under the direct supervision and overall technical guidance from the Country Office Chief of Social and Behavior Change, and with technical support from the SBC Specialist.
Responsibilities
The consultant will provide guidance and technical support to develop, adapt, and roll out essential Social and Behavior Change (SBC) strategies for polio outbreak response and other critical SBC interventions. This specifically includes routine immunization activities at both community and institutional levels, aiming to significantly increase immunization demand. A core responsibility involves strengthening and institutionalizing the capacity of key stakeholders in SBC programming, with a dedicated focus on advancing polio eradication efforts. The role also encompasses supporting the effective implementation of zero-dose reduction activities in immunization low-performing states, addressing critical gaps. Furthermore, the consultant will actively support the rollout of planned Polio Campaigns, ensuring that all community engagement and SBCC components are meticulously planned, effectively implemented, and rigorously monitored for impact. This includes designing and implementing targeted SBC interventions specifically aimed at promoting polio vaccine acceptance and reducing vaccine hesitancy. Developing tailored communication strategies to proactively address misinformation and community concerns regarding polio immunization is also vital. Finally, the consultant will support robust community engagement efforts by collaborating with influencers, religious leaders, and health workers to advocate effectively for polio vaccination campaigns.
Work Experience
Applicants must be Sudanese nationals with a minimum of three years of professional experience in SBC or a related technical area, focusing on programme planning and management at national or international levels, preferably in a developing country. Experience in emergency settings is essential. Relevant experience in SBCC and Community Engagement within any UN system organization is considered an asset.
