Job Purpose
The consultancy aims to generate timely, policy-relevant evidence to strengthen the implementation of the national remedial learning programme. A key objective is to institutionalize repeatable analytical routines, enabling the Ministry of Education (MINEDUC), the Rwanda Education Board (REB), and the National Examination and School Inspection Authority (NESA) to independently sustain this work beyond the consultancy period. Sustainability will be achieved through structured co-analysis, mentoring, development of standard operating procedures, reusable scripts and templates, and a comprehensive final technical handover package. This role is crucial for building the capacity of national institutions to manage and analyze educational data effectively, ensuring long-term impact on remedial learning initiatives.
Responsibilities
The consultant will be responsible for generating timely, policy-relevant evidence to strengthen the implementation of the national remedial learning programme. This includes conducting advanced data analytics to clean, integrate, and analyze large datasets, translating findings into policy-aligned, decision-ready insights. The consultant will utilize reproducible statistical analysis techniques, demonstrating strong proficiency in Stata and/or R to produce transparent, well-documented, and reusable outputs. Experience in implementation and mixed-methods research is required, linking quantitative and qualitative evidence, including lesson observation and learning process data. The role involves embedded technical assistance and capacity strengthening, requiring proven co-working, mentoring, and joint analysis with government teams. Additionally, the consultant will conduct costing and value-for-money analysis, compiling cost drivers, estimating unit costs, and developing scenario-based projections for scale-up decisions. Strong communication, coordination, and ethics are essential, encompassing analytical writing, facilitation, data protection, and quality assurance. The consultant will also support the institutionalization of analytical routines and reporting cycles, working closely with government education data systems.
Work Experience
At least eight (8) years of relevant experience in education research, implementation research, programme evaluation, or learning assessment analysis, preferably in Rwanda or similar contexts.
