Job Purpose
The Finance Officer plays a crucial role in effectively managing and executing financial transactions and services, directly impacting the fulfillment of organizational and staff needs, and the achievement of program delivery goals and objectives. Responsibilities
Support financial planning and management by providing operational and technical assistance in the financial planning process, including preparing and analyzing financial data and documentation for budget planning. Assist with the preparation of budgets and plans for Global Fund grants, ensuring compliance with guidelines. Review partner budget agreements and allocate funds to zonal offices and partners, monitoring utilization. Assess budget expenditures for compliance, prepare analysis, and reports. Contribute technically to reviewing partner budgets and financial plans, monitoring HACT framework compliance, and supporting assessments. Prepare financial exception reports, investigate anomalies, and flag risks. Assist zonal offices with timely and accurate financial reporting. Prepare donor financial reports and coordinate with supervisors. Assist with planning and coordinating sub-recipient audits and follow-up on recommendations. Provide rigorous budget monitoring and control, ensuring timely utilization and identifying underperformance. Monitor cash advances and commitments, fast-tracking as necessary. Ensure the production and sharing of monitoring reports. Conduct mid-term budget reviews and prepare revised budgets based on performance analysis. Ensure timely payment processing and receipt of financial reports from partners. Ensure correct recognition, classification, and documentation of program assets. Create reliable liquidity plans and financial forecasts for Global Fund Grants. Monitor and ensure timely payment of Global Fund bank charges. Ensure ineligible refunds are properly credited and refunded.
Work Experience
A minimum of two years of professional experience in finance or accounting, preferably in a humanitarian or development context. Experience with UN financial systems and procedures is desirable.
