Job Purpose
UNICEF is seeking a highly motivated Social Policy Specialist to support the effective delivery of its Country Programme, contributing to improved outcomes for children in a complex, risk-prone environment. The Social Policy Specialist plays a critical role in leading activities related to the Social Protection sector, and more specifically, the flagship National Social Cash Transfer Programme (SCTP). Under the overall guidance and direction of the Chief of Social Policy, the Social Policy Specialist is expected to provide technical guidance, operational support and coordination throughout all stages of programming to facilitate the management and delivery of results through key global, regional and country partnerships to support the Government of Malawi to strengthen the Social Protection sector, with a focus on the SCTP. This entails strong sectoral technical and strategic engagement on policy, planning, implementation, and coordination with government counterparts and development partners.
Responsibilities
Provide technical guidance, operational support, and coordination throughout all stages of programming to facilitate the management and delivery of results through key global, regional, and country partnerships. Support the Government of Malawi to strengthen the Social Protection sector, with a specific focus on the National Social Cash Transfer Programme (SCTP). Engage in strong sectoral technical and strategic activities related to policy, planning, implementation, and coordination with government counterparts and development partners. Design, monitor, and evaluate social protection programmes. Manage projects and budgets effectively. Collaborate with diverse stakeholders, including external government partners. Adapt professionally and effectively in challenging environments. Analyze complex social policy data and trends. Convey policy recommendations and engage stakeholders through excellent written and verbal communication.
Work Experience
At least 5 years of relevant work experience in Programme Management, Social protection, Social policy, Public policy, Program management, Monitoring and evaluation, Grant management, Government relations, Cash transfer programs, Stakeholder coordination, Capacity building, and any other related fields.

Project and budget management, Stakeholder collaboration (including government partners), Adaptability in challenging environments, Strong analytical skills, Excellent written and verbal communication, Social protection programme design, monitoring, and evaluation
