Job Purpose
The purpose of this consultancy is to provide dedicated technical, facilitation, and coordination support to UNICEF Egypt for the development of its new Country Programme Document (CPD) for the period 2028–2032. This support is crucial given the complexity, tight timelines, and the need for high-quality facilitation and synthesis to ensure a coherent, well-sequenced, and high-quality CPD development process. The consultant will ensure the process is structured, participatory, and yields a high-quality outcome, from initial evidence synthesis through to the final drafting and finalization of the CPD document, aligning with national priorities, the UN Sustainable Development Cooperation Framework, the UNICEF Strategic Plan, and the SDGs.
Responsibilities
The consultant will provide technical, facilitation, and coordination support for the development of the UNICEF Egypt Country Programme (2028–2032). Key responsibilities include supporting evidence synthesis and analysis to inform program prioritization, facilitating strategic prioritization processes such as Strategic Moments of Reflection (SMRs), and supporting the development and articulation of the Theory of Change (ToC). Additionally, the consultant will assist in the development of the Results and Resource Framework (RRF) and its explanatory note. A significant part of the role involves providing high-quality drafting, synthesis, and quality assurance support for the entire CPD package. The consultant must ensure that all aspects of the CPD development align with UNICEF guidance and Rights and Results Programming (RRP) principles, contributing to a robust and effective country programme.
Work Experience
At least 10 years of experience in leading strategic planning processes, with demonstrated experience in leading UNICEF planning processes, such as Country Programme Document (CPD) development.
