The Democratic Republic of the Congo (DRC) is responding to its 17th Ebola Virus Disease (EVD) outbreak, requiring strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts.
Job Purpose
The Security Specialist reports to the Hub Coordinator and provides secondary technical reporting to the Security Adviser. The role is responsible for advising the Hub Coordinator on security-related duties and responsibilities in accordance with the United Nations and UNICEF Security Management Systems. This involves contributing to the UNICEF mandate through robust security risk analysis, sound security advice, and the implementation of appropriate risk mitigation measures. On behalf of the Representative, Chief of Field Office (CFO), and Chief of Security Management (CSM), the specialist manages and supports all security-related activities within the country or area of responsibility, ensuring the safety and security of personnel, assets, operations, and programmes. The position is crucial for maintaining a secure environment for UNICEF's operations and staff in a complex and evolving context.
Responsibilities
The Security Specialist is responsible for Security Risk Management and Planning, which includes conducting comprehensive security risk assessments, developing and implementing security plans, and ensuring compliance with security policies and procedures. They provide Security Services, including managing security operations, coordinating emergency response, and ensuring the safety of personnel and assets. The role involves Programmatic Security Information Analysis, where the specialist analyzes security information to inform programmatic decisions and mitigate risks to UNICEF operations. Furthermore, they are tasked with Security Networking and Partnership Building, establishing and maintaining relationships with relevant stakeholders, including UN security components, national authorities, and NGOs, to enhance information sharing and coordinated security efforts. Finally, the specialist contributes to Innovation, Knowledge Management and Capacity Building by identifying innovative security solutions, sharing best practices, and providing security training and awareness to UNICEF staff.
Work Experience
A minimum of five years of professional experience in global security risk management and/or security analysis is required. Relevant experience at country level, particularly in development, fragile settings, and humanitarian contexts is desirable.
