Job Purpose
The Supply & Logistics Specialist will be responsible for managing the supply chains of a small country office, a small-scale emergency response operation, or specific components of a larger supply operation. This role involves overseeing all aspects of supply chain operations, including planning, procurement, contracting, customs clearance, warehousing, in-country transportation, distribution, and the monitoring of supplies, services, and construction works. The specialist will collaborate closely with programme teams to ensure supply interventions effectively meet programmatic needs and contribute to achieving results for children. Additionally, the position requires providing technical and advisory support to governments, national systems, and implementing partners on supply chain management to enhance operational effectiveness, compliance, and sustainability, particularly in challenging contexts like the ongoing Ebola response in the Democratic Republic of the Congo.
Responsibilities
Oversee and manage all supply chain operations, including planning, procurement, contracting, customs clearance, warehousing, in-country transportation, and distribution of supplies, services, and construction works. Ensure effective monitoring of all supply chain activities to guarantee timely delivery and accountability. Collaborate closely with programme teams to align supply chain strategies with programmatic objectives and contribute to achieving results for children. Provide technical and advisory support to governments, national systems, and implementing partners on best practices in supply chain management, aiming to strengthen operational effectiveness, compliance, and sustainability. Support the management of supply chains for emergency response operations, ensuring rapid and efficient deployment of resources. Monitor and analyze supply chain performance, identifying areas for improvement and implementing corrective actions. Ensure compliance with UNICEF's financial rules, regulations, and supply chain policies. Manage and monitor the effective use of financial and material resources within the supply chain function. Develop and maintain strong working relationships with internal and external stakeholders, including government counterparts, UN agencies, and implementing partners, to facilitate smooth supply chain operations. Contribute to the development and implementation of supply chain strategies and plans that support UNICEF's mandate and operational needs.
Work Experience
At least 5 years of relevant work experience in supply, logistics, procurement, contracting, administration, or related fields. Experience in humanitarian, emergency, or public health emergency settings is highly desirable.
