Job Purpose
The Construction Officer reports to the Construction Manager and is responsible for providing technical support to construction activities within the country office. This support encompasses planning, procurement assistance, and on-site monitoring of construction works. The role involves close collaboration with UNICEF Programme and Operations colleagues to define construction interventions that effectively meet programmatic needs and achieve positive results for children. Key activities include preparing the annual construction workplan, coordinating with Government counterparts, developing design and technical documents, supporting the procurement process, and diligently monitoring construction projects to ensure successful outcomes.
Responsibilities
The Construction Officer will be responsible for preparing the annual construction workplan, ensuring alignment with UNICEF's strategic objectives and programmatic needs. They will collaborate closely with UNICEF Programme sections and coordinate effectively with Government counterparts to facilitate project implementation and ensure compliance with local regulations. A key responsibility is the preparation of detailed design and technical documents, including specifications, drawings, and BoQs, ensuring they meet quality standards and project requirements. The officer will provide essential support to the procurement process for construction-related goods and services, ensuring transparency and efficiency. Furthermore, they will undertake regular monitoring of construction projects on site, assessing progress, quality, and adherence to safety standards, identifying and mitigating risks, and reporting on project status. This includes reviewing contractor performance, managing site supervision, and ensuring timely completion of works within budget.
Work Experience
At least 2 years of relevant work experience in areas such as Monitoring and Evaluation, Construction, Construction Management, Procurement, Contract Management, Site Supervision, Quality Assurance, Project Monitoring, Design Review, Stakeholder Coordination, Risk Management, and Health and Safety.
