Job Purpose
The purpose of this consultancy is to provide financial expertise for the revision of the Personal Assistance Service (PAS) in the Republic of Moldova. The PAS is crucial for the social inclusion of persons with disabilities, enabling independent living and active community participation. Despite its importance, current modalities for employing personal assistants and delivering the service are inadequate, leading to inequities in coverage, quality, and financial sustainability. This role will involve analyzing existing financing mechanisms, estimating costs for proposed scenarios, identifying sustainable funding sources, and contributing to the development of a more equitable, flexible, and needs-oriented system.
Responsibilities
The consultant will conduct a comprehensive analytical review of the Personal Assistance Service (PAS) and develop operational and legislative recommendations for its revision. Key responsibilities include analyzing the current financing mechanisms, including state and local budget allocations, funding sources, and the predictability and adequacy of financial resources. The consultant will identify administrative, financial, and operational barriers affecting service access and quality. A critical task involves developing a cost analysis for various scenarios proposed by the legal expert, estimating the cost per beneficiary and the total national cost, and benchmarking cost-benefit efficiency. Furthermore, the consultant will explore potential funding options such as state and local budgets, grants, and beneficiary contributions, developing a financial model and narrative synthesis. The role also entails facilitating the approval of the proposed regulatory framework through coordinated advocacy, stakeholder consultation, and institutional engagement, culminating in a final report.
Work Experience
Minimum of 5 years of relevant professional experience in financial analysis, public finance management, or cost analysis, preferably within the social sector or for international organizations. Experience with disability-related services is an asset.
