Job Purpose
The consultancy aims to provide specialized technical support to enhance and integrate a prototype real-time predictive model for assessing the situation of children in emergencies in the Caribbean Basin. This involves consolidating reusable technical components such as data pipelines, geospatial processing workflows, APIs, and impact-translation methods. The goal is to enable the model to generate decision-support products like maps, dashboards, automated reports, and alerts for national and regional use. The assignment focuses on creating a sustainable, interoperable, and modular solution that aligns with institutional architecture, translating hazard, exposure, and vulnerability data into actionable analytical outputs for emergency preparedness and response.
Responsibilities
The consultant will strengthen and integrate the existing prototype with relevant components and approaches advanced by UNICEF Nicaragua, Ahead of the Storm, and LACRO. This includes reviewing the current prototype and related assets, identifying technical gaps, and leading the consolidation of reusable components into a modular, interoperable, and sustainable architecture. The consultant will translate technical requirements into an operational solution that remains useful beyond the contract period and aligns with the institutional architecture. Responsibilities include preparing and presenting progress updates, participating in follow-up meetings, incorporating technical feedback, documenting changes, and adjusting implementation plans. The consultant will ensure all outputs, including figures, reports, maps, dashboards, and briefs, meet the operational needs of national and regional teams and are submitted for review and approval.
Work Experience
Minimum three years of experience with a master's degree in data engineering, computer/data science, artificial intelligence, and/or analytical solution development. Experience in data engineering (ETL/data pipelines, cloud infrastructure, near real-time processing, APIs), full-stack or geospatial software engineering, and developing workflows for decision-support outputs is required.
