Job Purpose
The purpose of this assignment is to support the UNICEF Country Office in Vietnam in the planning, implementation, and monitoring of humanitarian cash transfer (HCT) programs in response to emergencies. The role involves coordinating with a wide range of stakeholders, including national and local government, communities, NGOs, and service providers. The objective is to ensure the effective and timely delivery of UNICEF-supported humanitarian cash assistance, meeting the needs of affected populations in line with UNICEF’s Core Commitments for Children (CCC) in Emergency. This position is crucial for enhancing UNICEF's capacity to respond effectively to humanitarian shocks through cash transfers, strengthening community resilience and preventing negative coping strategies.
Responsibilities
The consultant will provide technical support to UNICEF in the coordination and planning for the rollout of HCT programs in selected provinces. This includes staying updated on HCT responses implemented by various organizations and coordinating with government partners, Cash Working Group (CWG) members, and service providers at national and subnational levels. The consultant will provide guidance to local authorities and partners on commune selection, program details, and facilitate targeting and data collection. Field trips will be conducted to support pre-distribution communication and data validation, ensuring correct household selection and clean data, while strengthening UNICEF's accountability to affected populations (AAP). The consultant will also work closely with UNICEF internal staff to ensure seamless program execution and reporting, contributing to the overall effectiveness of emergency cash transfer responses.
Work Experience
A minimum of 3 years of relevant professional experience in humanitarian action, emergency response, or program implementation, with a focus on cash transfer programming. Experience working with UN agencies or international NGOs is desirable.
