Job Purpose
UNICEF Viet Nam works to protect children’s rights, particularly during recurrent natural disasters that threaten public health. Emergencies often lead to the disruption of safe water, sanitation and hygiene services, increasing the risk of waterborne diseases. With a growing evidence pool based on monitoring of climate and weather patterns pointing to a substantial risk of climate-related emergencies negatively impacting the region and Viet Nam, UNICEF has developed a vision that recognizes the importance of supporting humanitarian responses to disasters with longer-term and sustainable development work. Due to the unpredictable timing, scale, and geographic spread of disasters, such support is required on an ad-hoc and surge basis and cannot be absorbed within the regular functions of UNICEF staff. The support requires short-term, highly technical, and context-specific inputs aligned with international WASH in Emergency standards. Central to UNICEF's response framework are the Core Commitments for Children in Humanitarian Action (CCCs). The WASH in Emergency Consultant is expected to provide critical technical inputs to the emergency and humanitarian response.
Responsibilities
The WASH in Emergency Consultant is expected to provide critical technical inputs to the emergency and humanitarian response. This includes supporting the development and implementation of WASH in emergency strategies, plans, and activities. The consultant will contribute to rapid needs assessments, situation analyses, and the development of response plans, ensuring alignment with international WASH in Emergency standards and UNICEF's Core Commitments for Children in Humanitarian Action (CCCs). They will provide technical guidance and support to government counterparts and implementing partners on WASH interventions during emergencies, including the provision of safe water, sanitation facilities, and hygiene promotion. The consultant will also be involved in monitoring the progress and effectiveness of WASH interventions, identifying challenges, and recommending adjustments. Furthermore, they will contribute to the preparation of situation reports, donor proposals, and other documentation related to WASH in emergencies. This role requires close collaboration with other UNICEF sections, UN agencies, and humanitarian partners to ensure a coordinated and effective response. The consultant may also be involved in capacity building activities for national and sub-national staff and partners on WASH in emergencies.
Work Experience
A minimum of 5 years of professional experience in WASH programming, with at least 2 years in emergency contexts. Experience in Viet Nam or similar disaster-prone regions is an asset. Proven experience in needs assessment, program design, implementation, and monitoring of WASH interventions in humanitarian settings.
