Job Purpose
The purpose of this consultancy is to provide essential technical support for the implementation of the adolescent skills development programme portfolio across Central Java and East Java provinces. The consultant will be primarily responsible for offering technical guidance, overseeing programme activities through supervision and monitoring, and coordinating all aspects of implementation within these two key regions. A significant part of the role involves supporting advocacy efforts crucial for promoting the scale-up of the programme by local government entities. The consultant will also coordinate and collaborate closely with local implementing partners, providing necessary technical assistance for the preparation, execution, and reporting of programme activities. Furthermore, regular consultation with UNICEF’s education team members is required to ensure the programme adheres to the agreed framework and delivers high-quality results. Support for national-level technical and advocacy activities will also be required when necessary.
Responsibilities
The consultant will be responsible for providing comprehensive technical support, diligent supervision, and effective monitoring of the adolescent skills development programme portfolio across Central Java and East Java provinces. This includes coordinating all aspects of programme implementation within these two key regions. A crucial responsibility involves actively supporting advocacy efforts aimed at promoting the successful scale-up and broader adoption of the programme by local government entities. Furthermore, the consultant will be tasked with fostering strong coordination and collaboration with various local implementing partners, offering essential technical assistance throughout the preparation, execution, and reporting phases of programme activities. Regular consultation with UNICEF’s dedicated education team members is also a core duty, ensuring that the programme is consistently implemented in strict adherence to the agreed-upon framework and that all activities contribute to the production of high-quality, impactful results. Additionally, the consultant may be called upon to lend support to national-level technical and advocacy initiatives as required.
Work Experience
Minimum 5 years of progressively relevant experience in adolescent empowerment programmes within the education field. Strong knowledge of government education systems at national and sub-national levels is essential. Experience in upstream work with government partners, including policy development and integrating innovative education programmes into planning and budgeting, is also required, alongside proven high-quality report writing and documentation skills.
