The Programme Planning, Monitoring and Research (PPMR) Section supports knowledge management, organizational learning, evidence management, and information-sharing across the Middle East and North Africa region, strengthening access to knowledge and facilitating collaboration for planning and decision-making.
Job Purpose
This consultancy is critical for UNICEF's transition from the MENARO and ECARO structures to the new ECAMENA Regional Office. This transition necessitates extensive work to map, consolidate, migrate, and reorganize digital workspaces, knowledge repositories, evidence assets, and institutional documentation across both regions. It also requires establishing new systems, governance, and processes to ensure knowledge accessibility and preserve institutional memory. Concurrently, the Regional Office must maintain ongoing knowledge management and organizational learning functions for Country Offices and regional teams, including managing repositories, supporting platforms, facilitating knowledge exchange, and producing knowledge products. The consultant will provide dedicated capacity to support both the ECAMENA Digital and Knowledge Transition Exercise and the continuity of existing regional knowledge management functions, ensuring a smooth transition while maintaining essential services.
Responsibilities
The consultant will support the implementation of the ECAMENA Digital and Knowledge Transition Exercise, which involves mapping, consolidating, migrating, and reorganizing digital workspaces, knowledge repositories, evidence assets, and institutional documentation from the former MENARO and ECARO structures into the new ECAMENA framework. They will contribute to establishing new systems, governance arrangements, and processes to ensure continuous access to knowledge and the preservation of critical institutional memory throughout this transition period. Simultaneously, the consultant will ensure the continuity of existing regional knowledge management and organizational learning functions. This includes maintaining regional knowledge and evidence repositories, supporting the Knowledge@UNICEF platform, and managing the regional IMEP repository. They will also facilitate knowledge exchange across the region, coordinate communities of practice, and contribute to the production of knowledge products. Furthermore, the consultant will support various organizational learning initiatives, providing essential knowledge management services and support to Country Offices and Regional Office teams during this period of significant organizational change.
Work Experience
Minimum five years of progressively responsible professional experience in knowledge management, information management, programme monitoring, organizational learning, or digital collaboration platforms. Experience supporting SharePoint, knowledge repositories, content management systems, or digital collaboration platforms is essential, as is experience developing knowledge products and supporting communities of practice or learning initiatives.
