Job Purpose

The purpose of this consultancy is to support the design, piloting, and implementation of an integrated School Management and Early Warning System (EWS) model for primary education in Sahrawi refugee camps. The consultant will serve as the primary field-based partner to the Senior International Consultant, ensuring strong linkage between technical design and real school-level implementation. This role involves providing essential contextual expertise, coordination, and facilitation support across all phases of the assignment. The consultant will be instrumental in bridging the gap between strategic planning and on-the-ground execution, ensuring the EWS pilot is effectively tailored to the specific needs and challenges within the Sahrawi refugee camp primary education setting. This position requires a deep understanding of the local context and a proactive approach to problem-solving.

Responsibilities

Support the design, piloting, and implementation of an integrated School Management and Early Warning System (EWS) model for primary education in Sahrawi refugee camps. Serve as the primary field-based partner to the Senior International Consultant, ensuring strong linkage between technical design and real school-level implementation. Provide contextual expertise, coordination, and facilitation support across all phases of the assignment. Collaborate with local stakeholders, including educators, camp administrators, and community representatives, to ensure the effective rollout and adoption of the EWS. Facilitate training sessions for school staff on the new management and EWS tools. Collect and analyze data related to school management and early warning indicators. Prepare regular progress reports and contribute to the final evaluation of the pilot project. Identify challenges and propose solutions to ensure the sustainability and effectiveness of the system. Ensure alignment with UNICEF's education strategies and child protection policies. Contribute to the development of best practices and lessons learned from the pilot for future scaling.

Work Experience

Minimum of 5 years of experience in the education sector. Experience working at the school level, with experience in training facilitation and field coordination.
