Job Purpose
The Programme & Planning Specialist will provide technical leadership and operational coordination for the planning, monitoring, analysis, and reporting functions of the UNICEF Ebola response in Bunia, Democratic Republic of Congo. This role is crucial for establishing and maintaining a practical emergency monitoring system, supporting inter-sectoral planning, tracking programme performance, and producing analytical products to inform decision-making. The specialist will strengthen data quality, contribute to accountability mechanisms, and provide hands-on support to programme sections, field teams, and partners in a fast-paced emergency environment, ensuring effective coordination, timely reporting, and evidence-based response management to support vulnerable populations during the ongoing Ebola outbreak.
Responsibilities
Provide technical leadership and operational coordination for the planning, monitoring, and performance management of the Ebola response in Bunia and affected health zones. Establish and regularly update a coherent Ebola response monitoring framework, indicator matrix, data flow, and dashboard to support evidence-based decision-making. Track programme implementation, partner performance, and field monitoring against agreed targets, timelines, geographic priorities, and risk levels. Strengthen data quality, analysis, information management, and visualization across sectors and partners. Produce high-quality emergency reporting, SitReps, management briefs, and donor updates on time and based on verified evidence. Integrate accountability, risk monitoring, HACT assurance linkages, PSEA, gender, equity, and AAP considerations into planning and monitoring processes. Strengthen the capacity of UNICEF staff, field teams, government counterparts, and partners on emergency monitoring, indicators, reporting, and evidence use. Support inter-sectoral planning and contribute to accountability mechanisms, including HACT, PSEA, field monitoring, third-party monitoring, and partner performance reviews, ensuring effective and equitable response efforts for children and at-risk communities.
Work Experience
A minimum of five (5) years of progressively responsible professional experience in planning, monitoring and evaluation, information management, data analysis, emergency programme management, or related areas is required. Experience in developing monitoring frameworks, dashboards, analytical briefs, SitReps, donor reports, and decision-support products is also required.
