Job Purpose
The International Consultant on WASH Conflict and Peace Analysis will support targeted UNICEF Country Offices in developing and implementing context-relevant, participatory, and WASH-focused conflict and peace analyses. This role involves developing and implementing capacity-building initiatives to integrate conflict-sensitive planning and peacebuilding approaches into the WASH sector at national and sub-national levels. The consultant will identify opportunities for WASH programs to support conflict resolution, peacebuilding efforts, inclusion, social cohesion, and stability. Furthermore, the consultant will develop practical recommendations, approaches, guidance, practices, and tools for UNICEF and partners to integrate conflict sensitivity, gender equality, disability, and social inclusion into WASH program design, implementation, monitoring, and reporting, with a specific focus on the needs of children.
Responsibilities
The consultant will prepare an inception report detailing a methodology and workplan for WASH conflict analysis, ensuring alignment with targeted countries, global WASH sector goals, UNICEF strategic frameworks, and national priorities. A desk review of existing frameworks, strategies, WASH assessments, conflict analyses, peacebuilding strategies, and humanitarian/development frameworks relevant to the targeted countries will be conducted. Based on the literature review and consultations, the consultant will develop and implement tailored capacity development and technical support strategies to ensure the uptake of WASH Conflict and Peace Analyses findings and the integration of conflict sensitivity and peacebuilding approaches into UNICEF-supported WASH programming in the targeted countries. Actionable recommendations will be developed for integrating conflict sensitivity and peacebuilding into the WASH program cycle, highlighting programmatic entry points, approaches, practices, tools, and strategies where WASH programming can promote community resilience to conflict, social cohesion, and strengthen conflict resolution and peacebuilding capacities of WASH sector stakeholders and participating communities. The consultant will support targeted Country Offices in developing and implementing context-relevant, participatory, and WASH-focused conflict and peace analyses, and develop related capacity development to support the integration of conflict-sensitive planning and peacebuilding approaches into the WASH sector.
Work Experience
A minimum of 5 years of experience in developing and implementing conflict analysis in conflict-affected, fragile states is required. Experience using conflict analysis findings to support conflict-sensitive and peacebuilding programming, and in developing capacity for such programming (training, technical support) in fragile contexts is also necessary. Field experience integrating conflict sensitivity and peacebuilding approaches in WASH and UNICEF programs, and experience in multi-cultural backgrounds are considered assets.
