Job Purpose
The International Consultant will support the Quality Basic Education Programme for Children (QBEP4C) in Myanmar by strengthening knowledge management, partnership, and reporting functions. This role is crucial given the complex context of political instability, conflict, and economic hardship that severely disrupts children's access to education. The consultant will help ensure continuity of learning through community-based education approaches and adaptive implementation strategies. By enhancing data systems, analysis, and reporting, the consultant will ensure the programme's evidence is accurate, credible, and useful for decision-making, meeting donor requirements and demonstrating the programme's full value to stakeholders.
Responsibilities
The International Consultant will be responsible for strengthening knowledge management systems within the QBEP4C programme. This includes developing and implementing strategies for systematically capturing, synthesizing, and disseminating programme learning, best practices, and lessons learned from diverse and challenging contexts across Myanmar. The consultant will support the enhancement of data interpretation and evidence synthesis, complementing quantitative data with qualitative insights to provide a comprehensive understanding of programme performance and impact. This involves working closely with UNICEF education staff and implementing partners (NGOs, CSOs, community-based actors) to overcome challenges in documentation and reflection due to the complex political and security environment. The consultant will also contribute to improving reporting mechanisms to meet donor requirements and ensure accountability. Key tasks include facilitating knowledge-sharing events, developing knowledge products (e.g., case studies, thematic reports), and supporting the preparation for the end-of-programme review, ensuring that valuable insights are consolidated and preserved for future programming and policy development.
Work Experience
Minimum of five years of professional experience in programme management, knowledge management, monitoring and evaluation, or reporting, preferably within the education sector or in complex humanitarian/development contexts. Experience with multi-donor funded programmes is an asset.
