Job Purpose
The People & Culture Specialist (P-3) within UNICEF's Global Shared Services Centre (GSSC) in Budapest plays a crucial role in the Recruitment Administrative Services (RAS) team. This position focuses on providing specialized recruitment administration support, particularly for complex, sensitive, and emergency-related cases. The Specialist acts as a technical, operational, and knowledge transfer focal point, ensuring the quality assurance of recruitment processes, supporting work planning, and managing high-priority recruitment cases. The role is vital for maintaining compliance with staff selection policies, mitigating risks, and contributing to the continuous improvement of the RAS service model, ultimately ensuring a positive candidate experience and timely recruitment outcomes for UNICEF globally.
Responsibilities
The People & Culture Specialist is responsible for the end-to-end management of complex and priority recruitment cases, with a specific focus on emergency situations. This includes ensuring accurate and timely processing of vacancy postings, eligibility checks, coordination of assessments and interviews, panel support, reference checks, and maintaining a complete audit trail for case closure. A key responsibility is conducting quality assurance checks on recruitment documentation to ensure completeness, consistency, and compliance with the Staff Selection Policy and internal controls. The Specialist must proactively identify compliance risks, propose corrective actions, and manage escalations. They will also support daily work planning by monitoring queues and deadlines, review outputs from junior staff, and contribute to onboarding and training new team members. Serving as an operational focal point for assigned hiring offices, the Specialist will coordinate with various stakeholders to resolve blockers and handle working-level escalations. Performance monitoring against service standards, preparing regular updates on case status and risks, and promoting strong case hygiene are also essential. Finally, the Specialist will identify operational challenges and propose practical process improvements to enhance efficiency and effectiveness within the RAS team.
Work Experience
A minimum of two years of progressively responsible professional experience in human resources, recruitment, or a related field is required. Experience in managing complex recruitment processes and working within an international organization or UN system is highly desirable.
