Job Purpose
The Monitoring & Evaluation Specialist will drive and coordinate UNICEF’s livelihoods Monitoring, Evaluation, Research and Learning (MERL) agenda for Generation Unlimited (GenU). This role is crucial for ensuring robust systems are in place to define, capture, and analyze results from livelihoods programs and GenU’s Public Private Youth Partnership (PPYP) approach. The specialist will support stakeholders globally, regionally, and at the country level in designing and implementing monitoring frameworks, planning and executing evaluation and learning activities, and strengthening capacity for target setting, progress monitoring, reporting, and evidence-based decision-making. This position offers a unique opportunity to contribute to consolidating global results, supporting evidence-based decision-making, and advancing impact for adolescents and youth at scale.
Responsibilities
Support the design and implementation of measurement frameworks, tools, and procedures, providing essential technical guidance to Country Offices and partners to ensure consistency and quality in data collection and analysis. Strengthen MERL capacity at both global and country levels, focusing on enhancing the ability to set and monitor progress towards strategic targets effectively. Support the comprehensive analysis and presentation of results across global, regional, and country levels, tailoring communication for diverse audiences, including technical and non-technical stakeholders. Lead data systems and knowledge generation initiatives, contributing to evidence-based learning and continuous programme improvement by identifying trends, lessons learned, and best practices. Collaborate closely with the GenU Deputy Director and the Global Lead on Livelihoods to align MERL activities with overarching program goals and organizational strategies. Ensure that MERL activities effectively inform program adjustments and strategic planning to maximize impact for young people.
Work Experience
A minimum of eight years of relevant professional work experience in designing data collection tools, data processing/cleaning, analysis, and presentation of findings in a humanitarian and/or development context. Proven experience in writing data-driven reports for both technical and non-technical audiences. Advanced knowledge of MS Excel.
